July 1, 2010 - PRLog -- In the current European economic climate Italy is classed as one of the 'PIIGS' - Portugal-Ireland-Italy- Greece-Spain. These are countries which are sinking deeper into debt and for whom pan-European defence projects are not an immediate priority. Italy had to reduce its defence budget by 7% in 2009, with Spain similarly cutting its expenditure by 6% in 2010 having reduced it by nearly 4% in 2009.

Italy's defence expenditure will increase only slightly in 2010, at EUR25.9bn, compared with EUR25.7bn in 2009. In 2010, R&D and procurement funding is to go up to EUR3.17bn, but the operations account will be reduced by 6.8% to EUR1.76bn. The industry is being bolstered by international projects which should serve to safeguard procurement programmes.

However, exports remain strong with the 2009 export figure of US$588mn well up on US$424mn for 2008 according to the Stockholm International Peace Research Institute. Italy is a major exporter of arms, with Finmeccanica one of the biggest producers of arms in the world, however, a decline in domestic defence spending has resulted in Italian firms shifting more attention to export markets.

In particular, Italian companies are looking further afield beyond Europe and the US for new defence markets. Finmeccanica estimates around EUR4bn in orders from Brazil in the coming years and is planning to expand its business with Algeria, India, Libya, Malaysia and Turkey. In 2009, the company generated revenues of around EUR18bn and won orders worth EUR21bn.

Indeed, there is an increasing trend for Italian firms to enter into collaborative agreements with companies in developing countries by selling them technologies, such as for UAVs, to be used with their domestic products and platforms. This reflects the ongoing tendency of the Italian defence industry to take part in international projects which should serve to safeguard its own procurement programmes.

As of May 2010, Italy has 3,300 troops serving in Afghanistan with the NATO-led international forces. On 17 May, two Italian soldiers were killed and two others seriously injured by an IED attack on a NATO military convoy travelling in northwestern Afghanistan. But President Silvio Berlusconi's government has remained firm in the face of public criticism of Italian participation in the international effort in Afghanistan.
