It was first utilised in the manufacturing industry during World War II, and for many years has been extensively used in the construction industry. However, to create successful value engineering several important elements have to come together, as Moataz Al Khayyat explains: “Effective value engineering depends upon the technical expertise and training of employees. At its heart it consists of a thoughtful and creative evaluation of the project design in order to look for ways to provide added-value through alternative design concepts, methods and materials, without sacrificing function or the integrity of the original design goal.
