TAIPEI, Taiwan - Aug. 1, 2014 - PRLog -- New type of cybercrime is emerging all the times every day, and lots of victims suffer the versatile loss of finance, property, fame, trust and lives. Traditionally, cybercrime is classified by Interpol as 3 types: computer infringement, finance and abuse. Now we find out that the diversity and scale of cybercrime is also changing along with more and more advanced technology. Target victims may not be of individual or corporate. Under more complicated global political, economic and religious environment, the victim can be of state governments, NGOs, news media…etc.

On the other hand, cyber criminals used to be in small group only working within single state. Now they are professional criminals active in different states and regions with ICT technology, global finance and legal systems, public psychology, multiple languages and different social background. If you look at current cyber fraud criminals arrested for the past 3 years in Far East area, you will be surprised at such VoIP phishing cybercrimes rampant in Taiwan, China, South Korea, Japan, Thailand, Malaysia and Philippines…etc.

Among these cybercriminals, some of them are Chinese, Korean, Filipinos, Malaysian and Thai with good knowledge of ICT technology, state law and banking procedure. They can easily get the confidence from victims, who transferred large sum of money from their own banking accounts into criminal dummy accounts, and they can also work complicated money laundry operations through several countries in order to escape from police monitoring. It is estimated that finance loss from those victims in Far East region was 2.7 billion US dollar in 2013, and the trend is still going up overall. Now trustful relation among people in these societies is seriously impact by such cybercrimes.

Though there are several international cooperation activities promoted by Interpol Cybercrime Center based in Singapore, there is still existed some difficulty among those countries in the region. The major difficulties are of different legal systems, cybercrime awareness of LEA officials, and anti-cybercrime readiness in these countries.
