In their bid to deliver clean energy cheaply, utility companies are building high-voltage transmission lines that impinge on the property rights of private landowners as well as public lands. These will connect large-scale solar and geothermal energy farms, made possible under an executive order from former California Gov. Arnold Schwarzenegger, promulgated by California Gov. Jerry Brown. Thankfully, these large-scale energy farms are being challenged by environmentalists seeking to prevent such development on public land, and SPG is fully supportive of their endeavours, which will help preserve public lands for other purposes and protect animal ecosystems.

“There is tremendous pressure on utility companies to make effective use of existing transmission lines and easements, which impacts landowners with infrastructure on their properties,” said Karen Norene Mills, California Farm Bureau Federal’s associate counsel and director of the Public Utilities Department.

One of several ongoing disputes is San Diego Gas & Electric’s (SDG&E) Sunrise Powerlink, a 117-mile high voltage transmission line cutting though California’s Imperial Valley and the San Diego County, slated to be completed in 2012. Though it is estimated to deliver 1,000 megawatts of clean energy to the region, there is still an obvious issue that was not addressed: the eyesore of transmission lines cutting though a pristine landscape. "As impacted property owners, utility consumers and taxpayers, we can't let SDG&E bulldoze their way through our communities, sensitive public lands and our wallets," said Donna Tisdale, president of Backcountry Against Dumps.

Back-county residents and environmentalists have been fighting Sunrise Powerlink for years, claiming the power line would destroy the character of their mountain communities. "The faux green Sunrise Powerlink is far too expensive in so many ways, such as increased utility rates and the double-whammy impact of the increased threat of fire and interference with fire-fighting activities," she said.

Ann and Chuck Leatherbury of Fallbrook, who farm avocados, described the battle they fought against SDG&E over the building of an electrical transmission line through their land, for which the utility company does not have a legal easement. Nevertheless, SDG&E arrived at the farm and poured cement for the giant bases without notice.

A more sensible approach would be one attempted by the California Public Utilities Commission, which created incentives for developing smaller plants that can be located within metro areas, closer to the areas of highest usage. These can be connected directly to lower-voltage distribution lines managed by the utilities.
