Is America Safer and More Secure Today than Ten Years Ago?

America has been very lucky over the past ten years, but is not much safer nor more secure.
 
Feb. 1, 2011 - PRLog -- As we approach the tenth anniversary of the tragic September 11, 2001 terrorist attack, the fundamental question that is being asked with increasing frequency:  Is America safer? The answer is not encouraging. While some obvious steps have been taken such as somewhat-enhanced airport and airline security, thousands of containers come into the United States from all over the world every day without scrutiny. Letter bombs recently sent to Maryland state officials, including the governor, are shrugged off as some kind of aberration. We have shoe bombers and underwear bombers, and an attempt to detonate an explosive-packed vehicle in the heart of Times Square in New York City. The list of incidents goes on and on, and that list extends all over the Western World, and beyond. The answer to the question of our safety must therefore be: NO.

America has been very lucky over the past ten years, but is not much safer nor more secure. However, there is one American who has devised plans and programs even before September 11, 2001 to head off such events. Those plans and programs are based on his own experiences, in the United States and Israel, as outlined in the book "Turning the Tides"  by Eugene F. Elander of Georgia and Sweden. Two of Dr. Elander’s specific proposals, the SCOPE (Safer Communities through Organized Preventive Effort) and Centurion programs, are presented in this semi-autobiographical book and fully detailed in its appendices. SCOPE allows each and every community to devise its own program to minimize, mitigate, and indeed prevent both natural and societal disasters, including terrorism. Centurion provides a solid design for the establishment of a home guard similar to that in Israel and many other nations, with qualified volunteers helping to keep us secure.

Dr. Elander is a former Emergency Management Coordinator in Vermont, a retired Disaster Assistance Employee for the Federal Emergency Management Agency (FEMA), and former Hazard Mitigation Consultant to the New Hampshire Office of Emergency Management.  He prepared parts of the Vermont and Bennington County emergency management plans as well as hazard mitigation documents in New Hampshire. As developer of the highly regarded SCOPE and Centurion programs, Dr. Elander is well-qualified to give "Turning the Tides" readers a safety and security analysis based on a simple and brief questionnaire.
