He homogenized every accreditation body — ANAB, MRA, MLA — into one global equivalence. And then he delivered the sentence that destroyed worldwide accreditation integrity: "Certified once, accepted everywhere."

Boeing, Lockheed, and Airbus created ICOP — Industry Controlled Other Party.

ICOP was designed to supersede FAA oversight by creating an industry‑run certification scheme.
