Conflict DRC–Rwanda: Did the JSCM Give Rwanda a Blank Check?

GENEVA - July 18, 2026 - PRLog -- The war in eastern DRC is no longer only about territory. It is about who controls the explanation after the killing is done.

Rwanda now speaks louder than ever before about attacking the FDLR inside another country's territory. What was once denied, hidden, or carefully distanced is now being presented openly as necessity, self-defense, and regional security.

That narrative has become a blank check.

Under the name of fighting the FDLR, AFC/M23 can advance, seize towns, occupy villages, kill civilians and soldiers, and then decide afterward who was supposedly FDLR. Every dead body can be relabeled. Every captured community can be called a security zone. Every military expansion can be sold as defense.

This is how a government within a government is created.

Territory is taken. Administrations are installed. Local authority is replaced. Then the world is told that none of it is occupation—it is merely protection against the FDLR.

The latest Joint Security Coordination Mechanism (JSCM) response did not close that door. It left one eye shut.

By failing to impose immediate verification, public attribution, and visible consequences, the process gave AFC/M23 psychological protection. Not an official authorization. Something more useful: the belief that they can move first, control the narrative, and force diplomacy to catch up later.

Washington drew a line in the sand.

Rwanda crossed it—and discovered that the line was made of words.
