Gart Solutions Publishes Research Exposing the EU Cloud Managed Services Gap

The report was produced against a backdrop of mounting EU pressure for digital sovereignty, with regulations such as DORA and NIS2 pushing regulated industries toward European infrastructure, while CLOUD Act exposure remains a structural barrier to AWS for defense, government, and critical-infrastructure workloads. Gart Solutions set out to answer a more practical question for migrating enterprises: once sovereignty requirements rule AWS out, what capability gap actually has to be filled?

Key findings

The research finds that the gap between AWS and EU cloud providers is concentrated almost entirely in the managed services (PaaS) layer rather than in core infrastructure:AWS exposes a catalog of 200-plus managed services consistently across its global regions, including Frankfurt and Dublin. The deepest EU catalog identified, OVHcloud, covers roughly 45 services; Scaleway's developer-oriented catalog covers around 30; Hetzner — an intentionally lean IaaS provider — covers around 8.
