Awareness here means something precise and operational. Agents do not possess ethics and SynapseLayer has not given them any. What they have, as of today, is access: 105 sections of the German Criminal Code as 1,381 compiled rules with full provenance back to the statute, queryable in under 300 milliseconds over MCP, REST or a local command-line tool. Right and wrong, in the only sense that can be engineered, is now a lookup against rules carrying the authority of a legislature rather than the policy preferences of an AI lab. Just as important is what the system refuses to do. Where the law itself requires human judgment, proportionality, good morals, the weighing of interests, the operome does not approximate an answer. It flags the question and escalates it to a human. The release compiles what the law settled and protects what the law reserved. Every editorial decision behind the corpus is public. Deletions from the statute are visible as struck text against the source, the small number of rules deliberately transformed for an agent runtime are disclosed by name, and the corpus ships with 3,033 verification vectors and continuous integration proving the published schema and the live service never diverge. The release is Apache-2.0 licensed and framed as a first discussion draft, with a standing offer: anyone who finds a divergence from the statute is credited in the repository and the divergence is fixed within 24 hours. "For seventy years, science fiction imagined machines that know right from wrong, and Asimov needed three invented laws to do it," said Robert Koller, founder and CEO of SynapseLayer and a German, Spanish and English qualified lawyer. An agent that checks 1,381 actual rules before it acts has, operationally, all the awareness that matters, and where the law demands genuine judgment, the system does the most ethical thing software can do.
