Independent Congressional Candidate Pamela Moses Wins Key Federal Court Rulings in TN Redistricting

NASHVILLE, Tenn. - June 5, 2026 - PRLog -- Nashville / Memphis, Tenn. Pamela Jeanine Moses, an Independent candidate for Tennessee's 8th Congressional District, announced a series of federal court developments in her lawsuit challenging the Tennessee General Assembly's mid-election redistricting enacted in May 2026.

Chief U.S. District Judge William L. Campbell, Jr. issued a June 4, 2026 order confirming that Ms. Moses's case remains active, distinct, and moving forward.

Ms. Moses is the only pro se plaintiff — representing herself without an attorney — among four consolidated federal redistricting cases before a three-judge panel.

WHY MOSES'S CASE IS DIFFERENT

The Tennessee NAACP's state court case has been dismissed.  A separate federal TRO filed by Democratic candidates was denied. Moses's case, however, remains active.

Unlike other plaintiffs who focused on racial gerrymandering or partisan theories, Ms. Moses's claims center on individual constitutional violations:

• Her due process rights were violated when election rules were changed mid-cycle after she had already qualified
• Tennessee election law was allegedly violated when a competitor entered the race through a newly created qualifying window
• Her First Amendment rights were burdened by an eight-day ultimatum requiring her to restructure or abandon two years of campaign work

THE 8TH CONGRESSIONAL DISTRICT

Tennessee's 8th Congressional District spans 20 counties across West Tennessee and into Middle Tennessee. Ms. Moses has campaigned throughout the district for approximately two years.

The district includes Benton, Carroll, Chester, Crockett, Dyer, Fayette, Gibson, Hardeman, Hardin, Haywood, Henderson, Henry, Lake, Lauderdale, Madison, McNairy, Obion, and Weakley counties, along with portions of Shelby and Tipton counties. The challenged redistricting adds Decatur and Perry counties.

Major population centers include Jackson, Dyersburg, Bartlett, Germantown, Collierville, Union City, Martin, and Brownsville.

The lawsuit frames this as a West Tennessee issue affecting hundreds of thousands of voters whose district boundaries changed during an active election cycle.
