At the entrance of a new millennium after the Y2K emergency settled in the background the United States began the process of a calming effect that could have allowed the people of this great nation to destress after the Monica Lewinsky scandal. In the month of September many celebrate a memorial for the death of Princess Diana, and the humanitarian Mother Teresa, but then tragedy happened in New York City with a terrorist plot that caused destruction to the twin towers.

America, oh Americans what has happened to our great city of opportunities; our great nation that opens its borders to most that are in pursuit of happiness? At that time of national crisis former President George W. Bush with sadness, but brave in action established the Transportation Security Administration pledging to keep the airline transportation industry secure, and without blemishes.

According to the federal department of transportation records the 2002 transportation security department budget was about 6.8 billion, and as of this year of 2026 after the start of the United States, Israel, and Iran war a proposal among members of Congress is so far $11.8 billion including new airport security technical innovations. The first paragraph of the United States Constitution is " We The People" led by the three branches of government, and at present internal conflicts has caused much separation that would make those words from the Constitutional paragraph obsolete.

As the conflicts in the Middle East increase in severity CNN mainstream News reported that at least 300 T.S.A. federal agents have resigned because they are not receiving a paying wage. Are the safety of roughly 70 to 88 million passengers that use the airports within the United States of America not important enough for the United States Congress to act in a stead fast manner to provide security services for the aviation industry?

U.S. Immigration and Customs Enforcement federal law code 8 U.S.C. § 1357 does not authorize or convert powers for said department to secure other than what was mandated as immigration, and border law enforcement.
