Kazakhstan Startup RTSP.KZ Launches Cloud CCTV Service for Manufacturer Registry

The service was created specifically to meet the requirements of Order No. 392 of the Ministry of Industry and Construction of the Republic of Kazakhstan, dated September 25, 2025, regarding mandatory online video surveillance at production facilities.

THE PROBLEM

Since January 1, 2026, enterprises in Kazakhstan applying for inclusion in the Registry of Manufacturers and obtaining the ST-KZ certificate must provide online video surveillance at their production sites. The commission on the e-ondiris.gov.kz portal requires a web link to the camera that opens in a standard browser.

However, IP surveillance cameras (Hikvision, Dahua, Uniview, and others) operate using the RTSP protocol - a binary protocol not supported by browsers. Additionally, approximately 70% of enterprises in Kazakhstan lack a static IP address, making their cameras inaccessible from the internet.

THE SOLUTION

RTSP.KZ converts the camera's RTSP stream into HLS (HTTP Live Streaming) format - a standard supported by all modern browsers. The service offers three connection methods:

1. Pull (RTSP) - the server retrieves the stream from the camera when a static IP is available
2. Push (RTMP) - the video recorder sends the stream to the server
3. VPN Tunnel (WireGuard) - for cameras without a static IP, through a secure VPN channel

The result is a web link that the enterprise inserts into their application on e-ondiris.gov.kz.
