By: SGS Cobalt and several of its salts are defined as carcinogenic, mutagenic and toxic for reproduction (CMR) substances under the EU's Classification, Labelling and Packaging Regulation. In Directive (EU) 2026/192, cobalt becomes only the second CMR substance permitted for specified uses under the TSD. The EU is transitioning from the TSD to the new Toy Safety Regulation (TSR), which will apply from August 1, 2030. Several provisions will apply from the earlier date of January 1, 2026.
