Lagos, Nigeria — Nigerian music executive and artist YoungOG, also known as Asha Gangali—Founder of Roc Da Mic Africa, former Executive Member of the Board of Directors of Musical Copyright Society Nigeria (MCSN), and former National Treasurer of Performing Musicians Employers' Association of Nigeria (PMAN)—has called on the Nigeria Copyright Commission (NCC) to urgently present a clear, industry-wide distribution framework for funds collected under the Nigerian copyright levy. YoungOG stated that the absence of a publicly articulated framework has created significant gaps in understanding how the levy is allocated across the music value chain. These gaps have been further amplified by the appointment of MCSN as the sole distributor of the copyright levy for the music industry. "Appointing a single collecting society as the sole distributor of copyright levy funds—without a transparent, industry-wide distribution framework—creates an appearance of conflict and a tone of monopoly," YoungOG said. Drawing from his experience as a former MCSN board executive and past national officer of PMAN, YoungOG emphasized that a majority of major catalog owners and rights holders in Nigeria are not members of MCSN, yet remain legitimate beneficiaries of the copyright levy. He further stressed that owners of sound recordings, including record labels and independent producers, must be explicitly recognized and provided for within any levy distribution structure. YoungOG therefore called on the NCC, working collaboratively with MCSN, to publish and present a transparent, inclusive distribution framework to the Nigerian music industry. He said such a framework should clearly outline: Eligibility for both MCSN members and non-members Allocation methodology across composers, publishers, performers, and owners of sound recordings Governance, reporting, and independent audit mechanisms to ensure accountability "This is the responsible step required to address the current backlash and restore confidence in the copyright levy process," he added. "Copyright levies are designed to benefit the entire creative ecosystem not a limited subset of stakeholders." YoungOG concluded by urging the NCC to reaffirm its role as an impartial regulator acting in the best interest of Nigeria's creative economy, ensuring fairness, transparency, and broad-based inclusion in the distribution of copyright-derived revenues.
