Twin Power Shift Set to Recast India's Oil Ministry Leadership

DELHI, India - Dec. 10, 2025 - PRLog -- India's petroleum governance structure is preparing for a significant dual leadership reset, with two top positions—Oil Secretary and Director General of Hydrocarbons (DGH)—likely to see near-simultaneous transitions. According to exclusive reporting by Indian Petro Plus (IndianPetroPlus.com), this shift signals a renewed strategic push in the energy sector for 2026–27.

Neeraj Mittal Appointed New Oil Secretary

Neeraj Mittal, a 1992-batch IAS officer from the Tamil Nadu cadre, is being moved to the Ministry of Petroleum and Natural Gas after serving as Telecom Secretary since September 2023. Known for industry-friendly reforms, Mittal led the implementation of the national fibre network Right-of-Use (RoU) policy and pushed incentives for domestic telecom manufacturing.

With his retirement due in December 2027, he is expected to serve nearly two full years—an indicator that the government has defined long-horizon plans for the oil and gas system. Senior officials describe the posting as a "confidence signal," highlighting his reputation for delivering results and his earlier tenure in the oil ministry (2010–2015), where he worked as Director and later Joint Secretary (Marketing).

Ashish Chatterjee Strongly Tipped as Next DGH

In a parallel development, Ashish Chatterjee—Additional Secretary & Financial Adviser in the Steel Ministry and a 1999-batch IAS officer from the same Tamil Nadu cadre—is strongly rumoured to be under consideration for the post of Director General of Hydrocarbons.

Chatterjee, an IIT-trained chemical engineer, previously served five years in the oil ministry (2016–2021). Multiple internal sources confirm that his file is "actively moving," and speculation is originating from within the ministry itself. His rank matches the DGH's Additional Secretary level, making the transition seamless.

If appointed, the Oil Secretary and DGH duo would once again come from the same cadre—mirroring the outgoing Pankaj Jain–Vinod Seshan pairing.

Institutional Stress Elevates Urgency

The DGH is currently under operational strain, with eight officers set to return to their parent companies on January 1, 2026, and 15 more seeking repatriation amid concerns about internal management and contract issues. The incoming DGH chief will be expected to stabilise staffing, improve morale, and streamline procedures to prevent long-term institutional damage.

If timelines hold, both the new Oil Secretary and new DGH could assume charge on January 1, 2026, marking a coordinated leadership reset.
