Gregory A. Thomas Announces "Economic Empowerment for All" Plan to Build an Ownership Economy in Colorado

DENVER - Oct. 17, 2025 - PRLog -- Dr. Gregory A. Thomas, candidate for Governor of Colorado, today released his Economic Empowerment for All plan — a cornerstone of his Colorado First agenda. The plan lays out a bold, practical strategy to ensure Colorado's economy works for everyone — not just those at the top.

"Our economy should reward work, not just wealth," said Thomas. "For too long, opportunity has been concentrated in the hands of a few. My plan puts ownership, entrepreneurship, and dignity back into the hands of the people who actually build Colorado's prosperity — our workers, our small business owners, and our communities."

The Economic Empowerment for All plan focuses on four actionable priorities:

1. Expanding Small Business Grants & Cooperative Ownership Models
   Launching Colorado Community Capital, a new state-backed initiative providing grants, microloans, and business mentorship for small businesses and cooperatives in underserved areas.
2. Supporting Reentry Employment Programs
   Partnering with private industry and community organizations to create sustainable career pathways for formerly incarcerated Coloradans — turning redemption into workforce opportunity.
3. Incentivizing Local Hiring & Job Creation
   Offering tax credits and state procurement preferences for companies that hire locally and invest in Colorado's rural and urban communities alike.
4. Strengthening Trade, Technical & Apprenticeship Programs
   Expanding high-skill, low-debt education through trade schools, technical programs, and apprenticeship initiatives tied directly to Colorado industries like energy, construction, and technology.

Thomas emphasized that his economic plan is not a theory — it's a roadmap.

Under the plan, Thomas proposes the creation of a Colorado Ownership Council — a public-private advisory group tasked with coordinating small business resources, reentry workforce development, and job growth initiatives to ensure statewide impact.
