Despite this, Boeing required all of its suppliers worldwide to obtain AS9100 certification, creating a false illusion of compliance across global aerospace supply chains. (IAF) in Delaware and its sister body, the International Laboratory Accreditation Cooperation (ILAC) in Australia — ANSI-ANAB are the international underwriters of IAF-ILAC accreditation systems. Between 2015 and 2021, control of the IAF was transferred to a Communist Chinese national, who has been involved in USA and Global quality since 1994 raising grave concerns about data integrity and national security. Under China's National Intelligence Law (Article 7), Chinese citizens and corporations are compelled to cooperate with state intelligence, potentially granting access to sensitive certification and audit data from U.S. companies — a fact never disclosed to American certificate holders. In an apparent move to conceal accountability, ANSI–ANAB are merging IAF and ILAC into GLOBAC — Global Accreditation Cooperation (January 2026), which Guberman alleges is merely a new facade for the same fraudulent system. Impacts Across Every Industry The report warns that all certifications — including AS9100, ISO 9001, ISO 13485, and their derivatives — are fundamentally fraudulent if accredited by ANSI–ANAB, IAF, ILAC, or their affiliates. Furthermore, Guberman's findings suggest that "on-site designated inspectors" authorized by aerospace, medical companies and others, under these systems may have operated under false pretenses, undermining the integrity of audits and inspections globally. The Financial and Ethical Consequences Over 22 years, the global accreditation and certification market has generated an estimated USD 330 billion to USD 1 trillion in revenue. If even a fraction of this ecosystem was built on falsified standards, the total damage could exceed multiple trillions of dollars — a fraud exceeding the combined net worth of the world's richest individuals.
