Noble World Foundation Proposes Eurasian Regional Union to End Ukraine–Russia War

CHICAGO - Aug. 18, 2025 - PRLog -- Noble World Foundation (NWF) today proposed a framework to end the Ukraine–Russia war by creating a Eurasian Regional Union (ERU). The union of fifteen former USSR states would jointly assume the Soviet Union's UN Security Council seat, replacing Russia's unilateral claim made in 1991.

The proposal exposes a decisive legal flaw: Russia occupied the USSR's permanent Security Council seat through a unilateral letter—not by Charter amendment or General Assembly vote. International law makes a vital distinction: no single successor can be the continuator of the USSR, since only the union of all 15 states embodies 100% of its territory and sovereignty. As Rein Müllerson, former UN legal adviser, affirmed: "Russia cannot be considered the sole continuator of the USSR. It is one of the successor states, albeit the most powerful and influential" (International and Comparative Law Quarterly, 1993). "The Charter still lists the USSR, not Russia," adds Dr. Elena Kovalenko of Georgetown University.

"After more than three years of war, diplomacy has failed," said Jhawar, founder of NWF. "It is time to rise above power politics. A union of states, like the EU, can turn hostility into cooperation and restore humanity."

Just as France and Germany overcame centuries of hostility through EU—and no EU member has ever invaded another. By linking Eastern Europe and Asia–Pacific within the UN's regional groups, the proposed ERU offers a durable path to peace.The 1994 Budapest Memorandum, under which Ukraine gave up its nuclear arsenal for collapsed assurances, shows why lasting peace requires regional union, not short-term promises.

"With the demise of the Soviet Union itself, its membership in the UN should have automatically lapsed," argued Yehuda Zvi Blum, former Israeli Ambassador to the UN. "Russia should have been admitted to membership in the same way as the other newly independent republics."

The UN Security Council already reflects the principle of regional representation by distributing its ten non-permanent seats among five groups: Africa, Asia–Pacific, Eastern Europe, Latin America and the Caribbean, and Western Europe and Others. Extending this principle to permanent seats through regional unions would align authority with modern realities, reinforcing legitimacy.

By addressing the unfinished business from 1991, the Security Council could be strengthened to act decisively, restore Charter integrity, and prevent future wars.
