June 2, 2025 – Winnipeg, MB — The Industrial Commissioning Association (ICxA) is advancing its mission to transform global capital project delivery with two new board appointments and the launch of two strategic subcommittees focused on commissioning policy and standardization.

New Board Appointments
ICxA welcomes Crawford Weir as Global Commissioning Director. A leader in the oil and gas sector, Weir brings decades of hands-on experience delivering complex industrial systems through front-end planning and precision execution.

Peter Foxley joins as Global Commissioning Governmental Policy Catalyst. With a distinguished career in transportation infrastructure across Europe, Asia, and Australia, Foxley will lead efforts to align commissioning-first principles with policy, funding, and procurement frameworks.

Together with ICxA President Paul Turner—a commissioning leader in the power sector—the board now represents deep expertise across energy, oil & gas, and transportation.

New Subcommittees: Policy & Standards
To further its impact, ICxA has launched two foundational subcommittees:

• Policy Subcommittee (led by Foxley): Focused on integrating commissioning into government programs, ESG frameworks, and regulatory guidance.
• Standards Subcommittee (led by Turner): Oversees the ICA Global Commissioning Standard, ensuring consistency across industries and supporting integration with training and tools.

Much like LEED reshaped building standards, ICxA aims to embed commissioning leadership at the start of every capital project—preventing failures before they occur.
