Carl Bergstrom and Kevin Bode, professors of biology at the University of Washington, studied Yan's paper and found it attached to research organizations called the Rule of Law Institute and the Rule of Law Foundation, both co-founded by Mr. Guo's partner, Mr. Bannon.
