A dedicated advocate for those with mental health issues, she is known for her work promoting mental health policy in Washington, DC as one of the original proponents of efforts to designate a 3-digit phone number for mental health emergencies.

Nemec graduated from the University of California, Berkeley in 2008 with a Bachelor of Arts in English and Legal Studies. She received her Doctor of Jurisprudence in 2013 from the Golden Gate University School of Law, where she accepted the Witkin Award for excellence in trial advocacy. In 2017, she received her Master's in Public Policy from Vanderbilt University. Nemec is fluent in French and Czech.
