One would not expect a romantic lyricist to concern herself with a narrow (i.e., phonemic) interpretation of the word phonotactics. Instead, in her poem, "A Splendid Day," she uses the connotative meaning of the word to describe how she makes sound enhance the music (sound again!) in her poetry. Grand phonic tactics, indeed.
