Pandemic-related healthcare emergency operations training costs now eligible for FEMA grant

Patient-engaging healthcare facilities can recoup up to 75% of COVID-19 training costs

On March 13, 2020, President Donald J. Trump declared an emergency under Section 501(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act; 42 U.S.C. §5191(b)) in response to coronavirus disease 2019 (COVID-19). The emergency declaration authorized the Federal Emergency Management Agency's (FEMA's) Public Assistance (PA) program, which provides direct and financial assistance for emergency protective measures.

For a healthcare organization to best leverage this opportunity to undertake 75% more COVID- 19 emergency operations planning and staff training while remaining within budget, time is of the essence. According to FEMA policies, the federal assistance provided must respond to the effects of the incident warranting an emergency or major disaster declaration, "which took place during the incident period or was in anticipation of that incident." The emergency and primary disaster declarations for COVID-19 currently list the incident period as "January 20, 2020 and continuing." It is unknown at this time when an end-date establishing a deadline for grant eligibility will be declared.
