Hupfer was born in the Philippines and earned her BS in Civil Engineering from Holy Angel University. She moved to the United States and married her husband, Kraig Hupfer, a veteran, and they relocated to Florida in 1989. In 1995, she was hired by the City of Cocoa Engineering Division and, in 2000, she took a Civil/Environmental Engineering position at Kennedy Space Center/Cape Canaveral Air Force Station. She moved into a Project Manager position in 2004 and, for the last 10 years, Hupfer has been an Environmental/Safety and Mission Assurance Engineer. From 2014 to present, she volunteers as a tax preparer and reviewer for seniors, low-income, and military families through United Way and, in 2016, Hupfer started working on her business degree specializing in health care management. Hupfer is also completing her certification as a nursing assistant which is the backbone of the health care team.
