What is a "certificate of origin"?
A Certificate of Origin (CO) is a document attesting that goods in a particular export shipment are wholly obtained or produced or manufactured or processed in a particular country (country of origin). Virtually every country in the world considers the origin of imported goods when determining what duty will be assessed on the goods or, in some cases, whether the goods may be legally imported at all.
The certificate of origin must be signed by the exporter, and, for many countries, also validated by a Chamber of Commerce, and in the case of certain destination countries, also by a consulate. Chambers of Commerce offer certificate of origin services.
What is a Nafta (North American Free Trade Agreement) certificate?
A NAFTA Certificate of Origin should only be completed for products exported to Canada or Mexico that meet the NAFTA rules of origin of production in the NAFTA countries. Inclusion of products that do not qualify is illegal and subject to fines and penalties.
By filling out a NAFTA Certificate of Origin, a shipper is certifying that the covered goods meet the rules of origin, and therefore, qualify for preferential rates
