Follow on Google News | Noncompliance in Federal Program at World's Busiest AirportContact: Attorney Carl Gebo, 404-219-4516 carl.gebo@gebolawgroup.com NONCOMPLIANCE IN FEDERAL PROGRAM AT WORLD'S BUSIEST AIRPORT Atlanta, GA - The Federal Aviation Administration (FAA) released their Director's Determination and found the City of Atlanta to be noncompliant with rules and regulations that govern a federal program designed to allow women and minorities to participate in airport concessions at Hartsfield-Jackson Atlanta International Airport. The Director's Determination follows a formal complaint filed by Cordial Endeavor Concessions of Atlanta, LLC and its owner, Shelia Edwards. Cordial and Edwards accused Atlanta and its Office of Contract Compliance with failing to properly manage and protect their participation in the Airport Concessions Disadvantaged Business Enterprise Program (ACDBE). The FAA agreed with Cordial and Edwards, finding the City noncompliant with several of the rules and regulations of the federal program. The FAA Director's Determination is attached. Cordial Endeavor Concessions of Atlanta's Attorney, Carl Gebo, released the following statement: "The decisions by the FAA validates and vindicates Cordial, which is not surprising given that the FAA Office of Civil Rights had previously investigated and reached the same conclusions. The ACDBE program regulations have been clear regarding the City's obligations -- in short, the City is to protect small, minority and women owned businesses in the program from being mistreated. These decisions show that the City did not just fail to meet its responsibilities, it consciously chose to ignore those responsibilities and to abandon a minority women-owned small business. For years, the City has been presented choices in this matter -- to follow the law and the FAA's governing regulations and do the right thing by Cordial or to ignore the law and the direction of its federal regulator to take appropriate corrective actions. The Director's Determination also referenced nearly a billion dollars of federal funding the City has received from the FAA, and that the City could lose future funding if it fails to come into compliance. FAA compliance includes enforcing Cordial's contract and ensuring payment of all funds due to it.
