EU Bans 2-Chloro-p-Phenylenediamine and its Salts as a Hair Colorant in Some Cosmetics

The European Commission has banned the use of 2-chloro-p-phenylenediamine and its salts as a hair coloring substance in cosmetics.

GENEVA - July 9, 2019 - PRLog -- The European Union (EU) has banned the use of 2-chloro-p-phenylenediamine and its salts for use as a hair coloring substance in cosmetic products.

The European Commission published Regulation (EU) 2019/681 on April 30, 2019, following opinion SCCS/1510/13 of the Scientific Committee on Consumer Safety (SCCS) and the minutes from its seventh plenary meeting (June 21-22, 2018). These concluded that, due to the lack of available data, the safety of 2-chloro-p-phenylenediamine, including its sulfate and dihydrochloride salts, could not be concluded in oxidative hair dyes for eyebrows and eyelashes. The high level of exposure experienced with hair coloring products for the head makes the potential risks to human health much higher.

The ban entered into force on May 22, 2019 with two important dates for stakeholders to remember:

·         November 22, 2019 – hair dye products, including eyebrow dye products and eyelash dye products containing those substances shall not be placed on markets in the EU

·         February 22, 2020 – hair dye products, including eyebrow dye products and eyelash dye products containing those substances shall not be made available on markets in the EU

Stakeholders are now advised to check their cosmetic products comply with the latest EU regulations.
