In most cases, they can have a declared state of residence. Many auto insurance companies allow active-duty service members to set up a policy in the state of their choosing, regardless of where they're stationed.

There are other instances in which a driver must update their auto insurance coverage to reflect their state of residence. For example, if a vehicle is purchased as a gift, it may be registered and insured in the state of the one who purchased it. If the recipient lives in another state, it's necessary for them to update the vehicle's registration and auto insurance policy with their own state of residence. Out-of-state insurance is not accepted as valid insurance in most states, including Nevada, and driving without valid insurance could result in large fines.
