The suit states: "This is an action for declaratory and injunctive relief seeking to declare that actions of misconduct by Dr. Brenda Snipes, the Broward County Supervisor of Elections ("SOE") and other Florida and Broward election officials in the supervision of the 2018 general election for Florida's 23rd Congressional district require that the election be set aside pursuant to section 102.168, Florida Statutes." Furthermore, the suit charges that among other things: "Snipes and other Broward and Florida election officials also failed to protect the security of the software for the electronic voting machines, thereby permitting hackers, or insiders, the opportunity to shift a sufficient number of votes from Canova toWasserman Schultz as to change or place in doubt that results of the election." The suit demands invalidation of the November election in the 23rd CD, and that a "new election proceed with hand-marked paper ballots that are counted by hand in public and reported immediately and publicly at the local precinct level." As a result of that suit, Florida's Department of State was to send election experts to the Broward elections office in the mid-term election "to ensure that all laws are followed," the governor's office said Despite this oversight, many irregularities were noted by independent observers. After the election, Gov. Scott replaced Snipes with one of his own operatives, accusing Snipes of mishandling the chain of custody of ballots. "Florida has long been a hotbed of election fraud," charged Steve Newman, chair of the Brevard County Green Party, who supported Canova's 2018 run in CD 23.
