Cogan Brings a Decade of Capitol Hill Experience Focused on Tax, Trade and Health Care
BOSTON - Dec. 3, 2018 - PRLog -- Tremont Strategies Group, a Boston-based boutique, bipartisan government relations firm, announced today that Robert Cogan is joining the team as Senior Vice President, Federal Relations.

Cogan joins Tremont Strategies Group with more than a decade of federal policy experience on Capitol Hill in Washington, DC, most recently as Chief of Staff and Chief Policy Advisor to Former House Budget Committee Chairwoman and Ways & Means Committee member Diane Black (R-TN). In his ten years on Capitol Hill, Robert has served in a number of key roles including Senior Tax Policy Advisor for the House Budget Committee, Deputy Chief of Staff, and Legislative Director. In 2017, Robert served as the House Budget Committee liaison to the Ways & Means Committee during negotiations and passage of the Tax Cuts and Jobs Act, where he was directly involved with the drafting of the FY2018 House Budget and tax reform reconciliation instructions.

A senior member of Rep. Black's staff since 2011, Robert oversaw the Ways & Means Committee portfolio, and staffed a number of high-level conference committees, like the Tax Reform Conference Committee of 2017, which ironed out all the last minute details of the Tax Cuts and Jobs Act. Cogan also oversaw the introduction of more than 75 bills during his time as Deputy Chief of Staff and Legislative Director, and advised the Congresswoman on ongoing trade negotiations, working closely on each trade deal that made its way through Congress and the White House during that period.  During the 114th Congress, Robert played a critical role in securing the elimination of tariffs on certain electronic education devices.

Earlier in his career, Robert worked on the policy team of House Education and Workforce Committee Chairwoman Virginia Foxx (R-NC), and as administrative staff for Senator John Boozman (R-AR). He also spent two years at a national agriculture trade association. A native of Woburn, MA, Robert holds a Master's Degree from the U.S. Naval War College in National Security and a Bachelor's Degree in Communication from the University of Hartford.
