Example: If a player goes into the water he would get the water chip from the person that had the game.  He is on the hook for that designated dollar amount unless he /she gets rid of the chip.  Once he sees another player go into the water he can pass the chip.  He must do this before he walks off the green. Same would apply if that player got an eagle or birdie.  That player would need to ask for the positive chip before he steps off.
