"We like to call Andy our "doctor of photography" Fresh off two breakout presentations in San Antonio, TX last month at the 103rd IAI International Education Conference, McNeill will bring with him L-Tron's forensic spherical photographic solution for crime scenes and crashes, OSCR360, to make key points. "The unique tablet-operated camera and desktop presentation software brings such simplicity to scene photography and case presentation, it makes spherical imaging possible for any police officer, crime scene investigator, or prosecutor, according to DeRose." In addition to introducing both government and private forensic professionals to spherical photography at IAI, McNeill has presented a case study covering the use of spherical photography in a Greece, NY homicide. Andy also serves as lead instructor for L-Tron's Forensic Photography Refresher Course. His presentations have been accepted at conferences for the New York Statewide Traffic Accident Reconstruction Society (NYSTARS), and the National Academy of Forensic Engineering. A long way from processing homicide scenes, McNeill enjoys sharing his knowledge and experience in spherical photography, with his forensic peers in more "academic" settings. "Spherical photography in general, and OSCR360 specifically, resonated well in San Antonio. I was pleased to accept NYIAI's invitation to bring this information to their conference in October." McNeill retired from the Monroe County Sheriff's Office after a 20-year career, during which he spent 18 years as a crime scene investigator. His responsibilities included crime scene investigation, collision reconstruction, latent fingerprint examination, forensic video analysis, and training. He has testified as an expert witness at the local, county, and state court levels and has provided technical and consulting assistance to other law enforcement agencies on a variety of cases. McNeill helped the NYS Division of Criminal Justice Services with developing its Basic Investigative Photography and Police Crime Scene and Evidence Specialist courses. He maintains certification as a General Topics police instructor and teaches at the Monroe Community College's Public Safety Training Facility. Also an Academy/Regional State Fire Instructor, he teaches Fire Investigative Photography at the New York State Frederick L. Warder Academy of Fire Science in Montour Falls, NY. He holds a Master of Forensic Sciences degree from the George Washington University and a Bachelor of Arts degree from the University at Buffalo. He is an ACTAR-accredited collision re-constructionist and is certified as a Senior Crime Scene Analyst by the International Association for Identification. McNeill joined L-Tron informally in 2017 as a beta tester for OSCR360. After seeing the success of OSCR360 in forensic casework, he accepted a position with the company upon retirement in May 2018. He now develops and delivers forensic training, and serves as a liaison and resource for law enforcement OSCR users.
