Even though city officials secured $485,000 in state grant funds, the renovation costs for the first determined location would have been upward of $500,000. Instead, the Carlsbad Mayor's Mental Health Task Force settled on a former juvenile delinquent home that would not need as much refurbishing. Task force members hope to secure additional funding from the state and the Substance Abuse and Mental Health Services Administration once the center opens. The inpatient facility, named Avalon Ranch, will service up to 10 mothers with substance use disorders at a time. Children under 8 years old will be allowed to stay with their parents at the center. The drug rehab center will potentially also offer equine-assisted therapy (EAT) and horticultural therapy. According to a 2016 study by Oslo University Hospital and the University of Oslo, EAT has effectively assisted addiction treatment patients in Norway. Caring for horses helped them develop a sense of responsibility and a better-self image. According to the Henry J. Kaiser Foundation, opioid-related overdose deaths have declined in New Mexico since 2014. The New Mexico Department of Health reported that Eddy County, where Carlsbad is located, experienced 57 drug overdose deaths.
