NVOP was founded and developed as a separate corporation in 1972 by the American GI Forum of the U.S., the nation's largest Hispanic veteran organization chartered by the U.S. Congress. The objective was to create a new entity that would provide "hands on" services to veterans in the community. NVOP, headquartered in San Antonio, Texas, is recognized nationally as a premier community-based service provider specializing in services for veterans with special needs. NVOP is anorganization with diversified service components administered by the prime organization (NVOP) and five sub-corporations that operate services that include employment and training for veterans, affordable housing, homeless veteran services, and economic development projects that include the Veterans Enterprises of Texas (VETS) box manufacturing company and VETS Disabled Work Center. As a charitable organization, NVOP and all sub-corporations are non-profit entities overseen by a board of directors composed of community volunteers and elected officers of the American GI Forum membership organization. In the past 44 years, NVOP has established a glittering reputation of administrative professionalism and accountability, and a sterling reputation for innovation in developing services meeting the contemporary needs of the veterans of today.
