To combat sexual harassment of women, a group in Waterloo, Ontario  has
designed a small hand held device called the Dazzeler; a personal strobe light and self-defense alarm that will help victims during incidents of harassment.  Its purpose is to dazzle or distract perpetrators,hence the name.  With a single push of a button, a high frequency strobe at over 1,000 lumens is triggered in a wide beam.

By waving the device in front of a harasser's face, he will become temporarily flash blinded and disoriented while alerting others in the area that something unusual is happening.  If there is room to move away, then effects of the strobe light can provide the victim with the extra few seconds needed to escape.  In low light situations like walking through parking lots at night the strobe can be activated before any threat is seen and used as a light source which can be
