NEW DELHI - July 29, 2016 - PRLog -- Mangalnath Bali, informal leader of casual workers of the Food Corporation of India, told the press that more than 15000 workers, who were lying idle for more than a decade, have been given a reprieve by the Government. They have a reason to cheer. Their lives have taken a turn for the good after a long long time. Each one of them, while thanking the Government and the Minister, remembers only one name whom they call as their saviour - Dr D Bhalla, IAS, who was the Executive Director HR, Food Corporation of India.

Mangalnath Bali said they are not exaggerating about the role of Dr D Bhalla, who worked very hard to make a convincing case for them and followed it up relentlessly. According to the workers who accompanied Mangalnath Bali, all officers and workers unions in the FCI Headquarters, endorse what they are saying. Dr D Bhalla man single-handedly ensured a very transparent and honest system of recruiting a large number of employees in all categories in two years' time.

"Go and check up records whether in the year 2013 to 2015, under the benign and dynamic lead of Dr. D. Bhalla, IAS, the then Executive Director (HR), more than five thousand people were recruited or not?" he says. The pending promotion cases of one decade were cleared by working of Departmental Promotion Committees 24x7 in these two years. 'Swatchhata Abhiyan' of the new Government was implemented across the country in a relentless manner.

"One should go and see the FCI Headquarters - all floors as well as employees' canteen and the record room at Shakti Nagar Depot - to see what all this man achieved. Sports, cultural activities and employees' welfare were tackled in the best possible manner. The public image of the Food Corporation of India was changed from that of a waster of foodgrains to an organisation working day and night for implementation of public distribution system.

Dr Bhalla made immense contribution in resolving the contentious issues between FCI management and workers and in restoration of industrial harmony. An officer, who despite unfortunate tragedies in his family, was always cheerful, extremely dedicated and duty conscious, which is a rare quality now-a-days in the senior Government officers," according to Bali.

Bali said the SC/ST employees and their Unions all across the country worship Dr Bhalla as one of them. They looked forward to his becoming the Chairman of the FCI and re-orient the organisation. "

Bali said Dr Bhalla was also responsible for upgrading all the posts of General Managers to that of Chief General Managers in FCI. He had the vision to convert the Institute on Food Security, Gurgaon, into a world-level Institute of foodgrain management. A rare breed of officers not found now-a-days commonly, an officers and a gentleman indeed!
