Follow on Google News | City RFP Calls for Max Density in Development of Block on Esther Short ParkThe City is now seeking proposals for the maximum site development density achievable for the currently vacant parcel. The City's density target is a minimum 5.5 FAR. Coverage in multiple buildings or variable massing of building to achieve site FAR is encouraged. Building heights comparable to adjacent mixed-use commercial buildings is desired-with a maximum height of 100 ft. outright (ten stories) and 200 ft. (20 stories). A Phase I Environmental Assessment was completed on behalf of the General Brewing Company prior to Vancouver's purchase of the Block. Research disclosed in the Phase I notes a Fuel Shack, and presumably an underground fuel storage tank was historically present on the site. The final disposition record of contract work in 1994 to demolish/remove all on-site structures (and presumably to remove subterranean foundations and storage tanks) is not currently in the City's possession. Phase I and II Environmental Site Assessments (ESAs) completed in 2016 identified no petroleum or hazardous substances in soil at concentrations exceeding the most stringent Washington Department of Ecology cleanup levels. An underground storage tank was identified during the ESAs, but no evidence of a release from the tank was detected. Proposals are due July 15, 2016.
