Capacity For Increased Professional Development Bolstered Through Teacher Recruitment

Elk Grove Unified's Effort to Recruit Substitute Teachers by Reaching out to More Than 50,000 District Parents Succeeded
ELK GROVE, Calif. - Feb. 2, 2016 - PRLog -- Elk Grove Unified’s effort to reach out to parents and the community to build capacity and bolster the ranks of its already outstanding substitutes, which was launched in November 2015, exceeded its goal of attaining 75-100 new substitutes by February 2016. In searching for the best and brightest, the district’s human resources department has, as of last week, processed 111 new substitute teachers for District employment and has an additional 155 who are currently being processed.

David Reilly, EGUSD’s Associate Superintendent for Human Resources and parent in the District, commented, “The response has been unbelievable. We now have enough substitute teachers to begin making decisions about widening the window of opportunities to offer in-service training for teachers on math and English State Standards and the Next Generation Science Standards.”

In further developments, the Elk Grove Employees Association (EGEA) and EGUSD agreed to a one-year pilot comprised of a new means of facilitating the current transfer process that will position the District to offer contracts to external candidates earlier in the spring. The target is early March 2016 — 3 months earlier than in past years. The effort is designed to allow the District to compete more effectively with neighboring districts for teachers to replace those in our district who retire or go elsewhere, but at the same time preserve the opportunities of existing staff to apply for available positions. The EGEA and EGUSD convened a Transfer Committee in January that meets on a regular basis to review and monitor the facilitation and progress of this pilot process.

By launching a recruitment campaign aimed at inspiring parents of students in EGUSD who have a bachelor’s degree to consider taking on the opportunity to become a substitute teacher, the District wanted to give parents the chance to become engaged and participate in the educational path of their child. The outreach effort continues as many Districts brace for teacher shortages.

EGUSD currently employs approximately 3,400 certificated teachers, and has a pool of potential substitutes of approximately 600 people, which is now growing closer toward 800. The weekly demand for substitutes varies, with demand Tuesdays through Thursdays at about 200 and on Mondays or Fridays at approximately 400. By opening up professional development on Mondays and Fridays, that demand will grow.
