The P3 Institute Announces Event Speakers for “The P3 Pipeline: A Forum for the Private Sector”

MIAMI - Sept. 15, 2015 - PRLog -- Miami, FL – September 15, 2015 – The P3 Institute, in a joint effort with Miami-Dade County, is pleased to announce the following elected officials and industry leaders who will be presenting at this month’s event, ‘The P3 Pipeline: A Forum for the Private Sector.’ Approximately 250-300 people are expected to the attend event, which serves to promote the advancement of Public-Private Partnerships (P3s) within Miami-Dade. The Forum will be held at the Kovens Conference Center, located at 3000 N.E. 151^stStreet, Miami, Florida on the Florida International University North Campus, on Thursday, September 24^thfrom 8:30am – 5:45pm and Friday, September 25^th, 2015 from 8:30am – 2:00pm.

Miami-Dade County Mayor Carlos A. Gimenez will be giving the keynote address on the importance and economic impact of Public-Private Partnerships within the County.

Featured speakers will include:

Carlos Gimenez, Mayor – Miami-Dade County

As the County’s top elected official and chief administrator, Mayor Gimenez is responsible for the management of over 26,000 employees and an annual budget of approximately $7 billion. Throughout his term, Mayor Gimenez has placed a strong emphasis on job creation, expanding international trade, and diversifying the county’s economic base.

Edward Marquez, Deputy Mayor – Miami-Dade County

Deputy Mayor Marquez is responsible for overseeing the County’s internal management functions, which include the Office of Management and Budget, Human Resources, Internal Services, Finance, Audit and Management, and Information Technology departments. In addition to his position as Deputy Mayor, Marquez serves as Finance Director/CFO of the County.

Frank Rapoport, Partner - Peckar & Abramson, P.C.

A Partner at Peckar & Abramson, Mr. Rapoport concentrates his law practice on construction, government contracts, infrastructure development, and Public-Private Partnerships. He represents a wide range of clients, including project sponsors, equity investors, lenders, and contractors in connection with transportation, social infrastructure, energy, water, and parking projects throughout the U.S. He is highly regarded for strategizing and implementing successful business-capture plans for clients pursuing P3, design-build, and complex infrastructure projects.

Mr. Rapoport also serves as the Chief Strategy Advisor for the Association for the Improvement of American Infrastructure (AIAI), the P3 industry’s advocacy nonprofit corporation. He has also been collaborating with the National Governors Association’s Best Practice Center on the establishment of a national P3 best practices center.

Neal I. Sklar, Partner - Peckar & Abramson, P.C.

Mr. Sklar's primary area of practice is focused on the representation of general contractors, construction managers, and infrastructure contractors in a variety of construction related matters.
