William Michael Cunningham files Amicus Brief in JOBS Act Case @ Court of Appeals for the DC Circuit

William Michael Cunningham has received permission to participate as Amicus Curiae in US Court of Appeals for the District of Columbia Circuit Case Number 15-1149. The Case concerns Title IV of the JOBS Act.
WASHINGTON - June 21, 2015 - PRLog -- On June 17, 2015, the United States Court of Appeals for the District of Columbia Circuit recognized WIlliam Michael Cunningham as an interested party in an action (15-1149) that State securities regulators in Montana and Massachusetts brought against the U.S. Securities and Exchange Commission (SEC). The Court ordered that Mr. Cunningham be allowed to participate in the case as a "Friend of the Court" or Amicus Curiae.

As a friend of the Court, Mr. Cunningham provides independent, objective and unbiased views in support of the public interest. His education and experience have uniquely positioned him to provide objective, independent opinions concerning the issues central to the case.

William Michael Cunningham registered with the U.S. Securities and Exchange Commission as an Investment Advisor on February 2, 1990. He registered with the D.C. Public Service Commission as an Investment Advisor on January 28, 1994. Mr. Cunningham manages an investment advisory and research firm, Creative Investment Research, Inc. Mr. Cunningham holds an MA in Economics and an MBA in Finance, both from the University of Chicago in Chicago, Illinois.

Mr. Cunningham's understanding of capital markets is based on firsthand knowledge obtained in a number of positions at a diverse set of major financial institutions. On November 16, 1995, he launched the first investment advisor website.

On June 7, 2007, Mr., Cunningham proposed the creation of the Microcredit Stock Exchange[1], an early example of crowdfunding, to the Government of the District of Columbia*:

"The Exchange would provide the framework for the provision of small amounts of equity capital ($1,000 to $250,000) to micro businesses in Washington…we suggest the initiative focus specifically on disadvantaged businesses operating in far Northeast and in Southeast."

The Government of the District ignored the idea.

In comments to the SEC on Title IV submitted on March 27, 2015, Mr. Cunningham stated:

The Brief concludes by noting that "the incompetence of both State and Federal regulators helped cost the nation $19.2 trillion,[2] increased the speed with which China will overtake the U.S. in GDP terms,[3] and set the stage for the eventual replacement of the US dollar as global reserve currency.[4]"
