UniCare West Virginia Names Mitch Collins President of its Medicaid Health Plan
UniCare Health Plan of West Virginia has named Mitch Collins president. In this role, Collins will be responsible for leading all aspects of the company’s Medicaid business across the state, while focusing on long-term growth opportunities.

Collins most recently served as CEO, Intellectual and Developmental Disabilities for Magellan Complete Care, a business unit of Magellan Health. Prior to that, he served as the director of field operations for UniCare, where he demonstrated a long history of managed care success in the state. Previously, he served as director of government programs for Carelink Health Plans in West Virginia. Collins received his Master of Business Administration from West Virginia College of Graduate Studies and his Bachelor of Science in Business Administration in Finance from West Virginia State College.
“I am excited to welcome Mitch Collins back to UniCare,” said Brian Shipp, South Region Medicaid President for UniCare’s parent company. “His experience within the company, along with his strong market knowledge will allow us to continue to build on our Medicaid capabilities and serve our members in the state of West Virginia.”
In addition to Collins joining the team, UniCare’s local head of operations, Tadd Haynes, will continue in his role as the operations officer. Haynes will work closely with Collins and the local leadership team to manage and grow the business. Shipp continued, “We made a commitment to the state, and to the more than 90,000 West Virginia members that we serve, to build and invest in local leadership and health plan operations, so we can meet and exceed the expectations and needs of our customers. Adding Mitch to our local team is ongoing evidence of that commitment; and Mitch, Tadd and the entire UniCare team are excited to be in position to build and support the needs of West Virginia’s Medicaid program.”
Collins added, “I am eager to rejoin UniCare and return to serving the residents of West Virginia. We have an unprecedented opportunity to make a positive change in the health care landscape. I’m looking forward to working with the UniCare team again, the state, our provider partners and our members, as well as our community partners throughout the state.”
Collins will be based in UniCare’s Charleston office.
