National Stripper Well Association hires Vice President of Governmental and Regulatory Affairs

Former Subcommittee Staff Director Tim Charters brings experience in governmental affairs and regulatory policy to NSWA’s greater 2015 presence in Washington, DC.
 
OKLAHOMA CITY - Jan. 5, 2015 - PRLog -- The National Stripper Well Association (NSWA), the only national oil and gas trade association representing solely the interest of America’s smallest marginal oil and gas producers in the  United States, announced today that Tim Charters is joining the association in the newly created position of Vice President of Governmental and Regulatory Affairs. Charters will work alongside the current governmental affairs team headed by former United States Congressman Bill Brewster to direct a comprehensive governmental relations and regulatory affairs strategy for NSWA from an association office in Washington, DC. The new full time position is in response to a call from NSWA membership to beef up staff and establish a better NSWA presence on Capitol Hill, to represent the rights and best interests of the over 18,000 small business men and women in America’s energy industry.

Charters joins NSWA with nearly twenty years of Congressional experience. Most recently, he served as Staff Director of the Energy and Mineral Resources Subcommittee of the House Natural Resources Committee under Chairman Doc Hastings (R-Wa.). During his tenure, the Committee focused on upstream oil and natural gas legislation, and Charters worked closely with Committee Leadership, House Leadership and the Senate to craft multiple bipartisan successes including reauthorizing the BLM permitting offices and establishing internet leasing practices for federal onshore leasing.  In addition, Charters served as Director of Policy Coordination for the full Natural Resources Committee.

“Tim will be excellent for this position, and his experience paints a picture of somebody who will be a successful advocate for NSWA in Washington,” said NSWA Chairman Mike Cantrell. “We are confident he will offer the type of senior leadership in our nation’s Capitol that the NSWA membership is expecting.”

From 2006 to 2008, Charters served as Legislative Director to Rep. Steve Pearce (R-NM), a former oil and gas service company owner and senior member of the House Financial Services Committee and Chairman of the Western Caucus. Prior to that, Charters owned and operated his own lobbying company, Charters and Company, and before that served nearly ten years for multiple members of the California Delegation.

About National Stripper Well Association:It is the belief of NSWA that producers, owners and operators of marginally-producing wells have a unique set of needs and concerns regarding federal legislation and regulation. NSWA’s sole responsibility since 1934 has been federal advocacy on behalf of the small producers of the oil and gas industry who own and operate 80% of the wells responsible for 20% of the total production in the United States.  By controlling regulatory costs and preserving historical tax provisions like the percentage depletion allowance, NSWA members can continue to produce the energy America needs so badly.
