Developer Sought to Revitalize Oceanfront Tourist Destination in California

Port San Luis Harbor District and the State of California Coastal Conservancy have formed a “first of its kind” partnership to re-develop Harbor Terrace, a 32-acre coastal bluff RV resort and campground in Avila Beach, CA.

SAN LUIS OBISPO, Calif. - Aug. 6, 2014 - PRLog -- AVILA BEACH, CALIF. – Port San Luis Harbor District is seeking qualified developers to revitalize a high-profile oceanfront property in a popular travel destination on California’s stunning Central Coast. The District is accepting proposals to develop Harbor Terrace, a 32-acre RV Resort and Campground.

Located in Avila Beach, California, the Harbor Terrace property offers sweeping panoramic views of San Luis Obispo Bay and California’s picturesque coastline. Mild temperatures, sunny beaches, trails and an abundance of recreational activities bring hundreds of thousands of annual visitors to the region, which has been regularly recognized as a top-10 destination by travel writers.

The proposed development may include up to 126 RV and cabin sites, 56 campsites, and 16,000 square feet of hospitality and retail uses. The selected developer will leave a positive, lasting legacy on California’s Central Coast by contributing to preserving nature and strengthening the local economy. The developer will also have the opportunity to showcase its expertise in environmentally responsible design practices.

The Port San Luis Harbor District and the State of California Coastal Conservancy (SCC) have formed a “first of its kind” innovative partnership to re-develop this special property. “The SCC has provided the funding and is overseeing the entitlement process,” said Steve McGrath, Harbor Manager for the Harbor District. “That means entitlements will be in place at no cost or delay to the developer, which is highly unusual, especially for a coastal development.”

The Harbor District anticipates the release of a draft environmental impact report in early September and a coastal development permit in spring 2015. McGrath expects the project to take approximately 18 months from final lease execution to opening.

The Harbor District released the request for proposal (RFP) on July 7. The closing date for all proposals is October 9, 2014. Two pre-submittal public workshops and site visits are scheduled for July 24 and July 31, 2014.
