After the agent discovers former scientists at the research center have mysteriously died, he steps up the investigation and retrieves a sample of the flu vaccine. It turns out that genes produced in the project would make the Chinese a super race. Leaders from China and the U.S. debate which steps to take.

With the vaccine stored on a refrigerated ship in international waters, all sides must determine the best way to destroy it. Are neutron bombs the answer, or is there a simpler way to defuse the situation?
