Local Law 87 NYC - CEC Helps Building Managers Understand Local Law 87 For Spring

Local Law 87 New York City Specialists, Carleton Energy Consulting, Shares Helpful Information to Building Owners for Spring about Local Law 87 in New York City.

NEW YORK - April 21, 2014 - PRLog -- New York City, NY 10025 - Carleton Energy Consulting (CEC) specializing in Local Law 87 Auditing, Retro-commissioning, energy auditing, consulting, solutions, procurement and boiler management shares helpful information regarding Local Law 87 NYC.

“Anyone who owns property in New York needs to learn and understand what the new Local Law 87 means for them. The law that passed in 2009 was developed to help reduce the city’s carbon footprint, and reduce energy waste,” said Jeff Carleton President of CEC.

“Local Law 87 is not just for property owners of NYC. New Jersey, Maryland and Pennsylvania all have energy programs in effect, but property owners must know and fully understand their own local applications to be sure their buildings meet code,” said Carleton.

“Incomplete or missing energy audits can cost property owners a great deal of money in fines, but following Local Law 87 is just as important for their bottom line during the course of business. Reducing waste means reducing fuel bills,” continues Carleton.  Here is a helpful guide for Local Law 87:

The law consists of two parts: the ASHRAE Level II energy audit and the required retrofitting of the building’s energy systems to bring them into compliance. Some property owners mistake the intent of the law and think that the energy audit is all that is required, and wait too long. Both the audit that fully assesses a building’s energy use and also determines the best course of action to reduce unnecessary waste and the upgrading of building energy systems must be completed to be in compliance, and be done within four years of filing.

Who Does Local Law 87 Apply To?

Local Law 87 can be confusing for property owners at first. It is possible to get a copy of the full document concerning Local Law 87 from the PlaNYC Green Building & Energy Efficiency Website. However, having the text does not mean property owners or their managers are equipped to bring their buildings into compliance.

Properties that include building structures of more than 50,000 square feet, or two or more buildings on a single lot consisting of more than 100,000 square feet must comply with the audits. Condo and other complex owners must also be aware that the above single tax lot does not apply where multiple buildings owned by a single board of managers exists. In the case of condominiums, two or more buildings exceeding 100,000 square feet in total and owned by a condominium association or board regardless of the number of tax lots is required to comply.

Another aspect of the law that is confusing is the tax block reporting year chart. Because the law is new, the government created a graduated entry for businesses so the system is not overloaded with new audits. Owners must comply by the appropriate year. Property owners do not have to wait for the given time period to get their buildings up to code and begin saving money, however.

Since the process of evaluating and assessing energy usage for a property can take several weeks, and the necessary retro-fitting may take months, it is wise to start as soon as possible. If you are looking to help your building reduce utility consumption, have a fast return on investment, and substantial savings then hiring a company like Carleton Energy Consulting may be the best option.
