April 8, 2014 - PRLog -- Pannone Lopes Devereaux & West LLC (PLDW) Municipal Infrastructure Team, a nationally recognized leader in water and wastewater law, solid waste management and alternative delivery models for project development, will host a webinar on strategies and opportunities for organics to energy technologies in project development on Tuesday, April 22, 2014, from 2 p.m. to 3 p.m. EDT.  PLDW Principal and Partner Teno A. West, who leads the Municipal Infrastructure Team, will be joined by team attorneys Steven A. Torres and Bruce H. Tobey for an informative online seminar entitled, “Managing Organics to Energy Technologies in Project Development: What You Need to Know to Capture Opportunities.” Registration is required for this complementary webinar and can be found at: https://www1.gotomeeting.com/register/878520729.

States across the country are expected to pass new laws and revisions to their solid waste policies that ban commercial organics from landfills. Massachusetts will implement a statewide ban to divert certain volumes of commercial food waste from landfills beginning on July 1, 2014. When this transformative change in solid waste management occurs, thousands of hospitals, colleges and universities, restaurants, supermarkets, government facilities, school systems, and other entities will be affected. Although the cost to comply with these new laws is still unknown and the organics to energy technologies are just emerging, facilities need to be built and funding sources need to be found. This webinar will provide important information for municipal leaders, general contractors, engineers and architects, utility owners, technology providers, EPC firms and project finance and investment professionals to consider in this new environment of solid waste management project development.

“Municipalities must find ways to comply with the changing solid waste priorities and should embrace new technologies as a tool and resource for waste-to-energy processes, while controlling costs in project development,” said Attorney West. “We are pleased to host this webinar as a means to reach a broad range of professional and municipal leaders involved in the evolutionary change of organics to energy technologies in project development.”

In this webinar, PLDW attorneys will share their vast experience and identify each critical component of a successful procurement and project development process for organics to energy technologies projects to better evaluate options. They will also provide an in-depth analysis on the benefits of alternative project delivery models, including public-private partnerships, and share information on how to capture funding opportunities for technical assistance, feasibility studies and procurement and project development. The learning objectives for the webinar include:

·         -Identifying regulatory and policy frameworks that foster organics project development and how to operate within each;

·         -Identifying and navigating site assignment, environmental permitting and the regulatory compliance aspects of organics facilities;

·        - Identifying and evaluating project delivery models, including cutting-edge alternative models like Design-Build, Design-Build-Operate and Design-Build-Finance-Own-Operate; and

·         -Creating public-private partnership (P3) opportunities to accelerate project development for siting and to aggregate necessary waste stream.
