PITTSBURGH - Feb. 13, 2014 - PRLog -- David L. Palmerton Jr., P.G., CHMM, President of the Palmerton Group, the oil and gas services division of GZA GeoEnvironmental Inc. recently presented a seminar on Unconventional Shale Development for the National Business Institute Conference in Binghamton, NY.

Attorney’s and others preparing for the possibility of oil and gas development in New York State attended the day-long seminar sponsored by the National Business Institute.  With the possible release of the supplemental generic environmental impact statement in 2014, known as the SGEIS, the New York State Department of Environmental Conservation could start issuing permits for horizontal drilling and hydraulic fracturing.  Palmerton began the meeting with a presentation on unconventional shale development and addressed the issues associated with horizontal drilling, hydraulic fracturing, environmental, and best management practices to manage risks. Local attorneys Yvonne Hennessey and David Burch of Hiscock & Barclay and attorney Edward Zaengle of the Zaengle Law Office, presented information on mineral rights, along with existing and proposed State rules and legal ethics.

A resident of Buffalo, NY, Palmerton is a Licensed Professional Geologist in IL, KY, NC, SC and PA; a Certified Professional Geologist; and Certified Hazardous Materials Manager.  His areas of specialization are upstream oil and gas environmental management; environmental due diligence, investigations, and remediation; hydrogeology; regulatory negotiations; and litigation support. Palmerton received a Bachelor of Science in Geoscience from State University of New York College at Buffalo.

“It was an honor to be included on the faculty of this important conference,” said Palmerton. “The changes in mineral rights law and the political and social debate over the economic realities and the environmental issues of shale development are all important issues in this region. Over time the oil and gas industry has developed practices thathave reduced the generation of waste, improved the economics ofdrilling and production operations, and led to safer operations that are changing our country’s approach to energy.”
