Echelon Government Plans To Create First Floating City

Echelon's High Council is creating a project called "Project Sea-1" Sure it may not be a very cool name, but essentially that is what we plan on doing, creating a floating city in the sea and we would be the first. We are not going to release any details on this since we have no definite plans as of yet. However we are trying to find the best people to join our project and to discuss every single possibility. We will not do anything like freedom ship but something more actual and realistic. Freedom ship is a good idea but the time it would take to build is way too long and the capital needed is way too much. The US Government or China or even Russia can easily fund that and make it a reality but a new company to create this would need a lot of investors and the chance of getting them all on board would be hard yet definetly not impossible.
