Follow on Google News | RecruitMilitary's “Eight Percent Solution” To Help Federal Contractors Meet New RegulationsThe military-to-civilian recruitment firm RecruitMilitary has announced an “Eight Percent Solution” program to help federal contractors and subcontractors comply with new regulations affecting the hiring and employment of veterans.
“The effective date of the new regulations is several weeks away, but we are prepared right now to help contractors that will use an 8 percent benchmark get ahead of the game,” said Peter Gudmundsson, president and CEO of RecruitMilitary and a former officer in the United States Marine Corps. Gudmundsson said that the compliance process for the 8 percent benchmark can be reduced to “4 C’s”: * Count the number of veterans in your work force * Commit your company to meeting or exceeding an 8 percent benchmark * Connect with job seekers who are protected veterans * Comply by successfully recruiting sufficient numbers of those job seekers “We can help with the entire process, via our ‘Eight Percent Solution’ program,” said Gudmundsson. “In the coming weeks, we will conduct training programs and seminars to help contractors understand and comply with the new regulations.” About the New Regulations: On August 27, 2013, the OFCCP announced a Final Rule affecting the hiring and employment of veterans. The rule updates the regulations implementing the Vietnam Era Veterans’ Readjustment Assistance Act of 1974 (VEVRAA), which (1) prohibits federal contractors and subcontractors from discriminating in employment against protected veterans, and (2) requires these employers to take affirmative action to recruit, hire, promote, and retain these veterans. One new requirement calls for contractors to establish annual hiring benchmarks for protected veterans, using either of two methods: (1) set the benchmark equal to the national percentage of veterans in the civilian labor force, or (2) use certain data from the Bureau of Labor Statistics (BLS) and the Veterans’ Employment and Training Service/Employment and Training Administration (VETS/ETA), plus other factors reflecting the contractor’s unique hiring circumstances. OFCCP will publish the data in a Benchmark Database. The Final Rule will be published in the Federal Register and will take effect 180 days after publication.
