High Swartz Attorney Elected Chair of Pennsylvania Bar Association's Municipal Law Section

Flenner (http://www.highswartz.com/attorneys.php?action=view&id=10) was recently elected to serve as chair of the Pennsylvania Bar Association’s Municipal Law Section.  In his role as chair, Flenner will be responsible for coordinating all Municipal Law Council efforts, including working with the Pennsylvania Bar Institute to conduct the biannual Municipal Law Colloquium, a two-day municipal law CLE program.

         Flenner concentrates his practice on environmental, land use and municipal law and has substantial experience representing municipalities, developers, commercial retailers, non-profit institutions and individuals involved in zoning, land development, environmental issues and building code matters.  A professional engineer licensed in Pennsylvania and Delaware, and a registered environmental manager, he is uniquely qualified in the legal analysis of building construction, zoning and land development, and environmental issues.  Flenner also serves as a captain in the United States Navy Civil Engineer Corps Reserve Component where he is currently assigned as the assistant officer in charge of the Naval Facilities Engineering Command, Contingency Engineering Unit in Washington, D.C.

Flenner earned his J.D., from The Dickinson School of Law, his M.S.C.E. in environmental engineering from the University of Illinois and his B.M.E. in mechanical engineering from the University of Delaware.
